Low FSH levels are masked by high E2 levels at the beginning of the cycle (on day 1 they both have to be low). FSH stimulates the production of E2. If E2 is high at the start then your body doesn't need to make any FSH, so that is low that cycle.
If E2 is high at the start of the cycle then it is less likely that you will respond to stimming drugs. If E2 does then not rise or if it falls it means that there are probably no mature follicles growing in that particular cycle, giving you more stimulating drugs (which are basically FSH) will not change this.
Clomid is a different type of drug and it is also used to stimulate your ovaries and can be used instead or together with inject able drugs. It works by blocking estrogen (E2 is a type of estrogen) receptors, making the body 'think' there is no estrogen. When this happens, the body produces its own FSH, and luteinizing hormone (LH) to make estrogen go up. FSH and LH are the naturally occurring ovarian stimulants and are also the same hormones found in the stimming drugs.
You will have to ask the clinic why they have chosen to use Clomid this particular time and about your protocol.
